I would suggest jeans rather than shorts, at least some protection for the legs. Light colored cotton clothing actually is cooler than bare skin, it reflects the heat better and provides more surface area for evaporative cooling. Try to carry water and soak yourself down when you can. You will get evaporative cooling even at high temp and humidity. If you're forced to wear a brain bucket, soak the inside. It will help a lot. Kept me alive during a ride through Death Valley at temp of 125F.
